What critics said
Critics recognized an energetic Mabuse comeback and brisk plotting but broadly faulted the film’s low-budget look, photography, and dubbing.
What sets it apart
May contain story progression spoilers
Dr. Mabuse is treated as the unseen intelligence behind murders, organized crime, and manipulation from beyond the apparent crime scene.
The murder investigation repeatedly leads Commissioner Lohmann toward a penitentiary, whose personnel and facilities conceal the criminal network.
The plot and keywords explicitly foreground mind control, while the laboratory setting reinforces the film’s science-fictional criminal apparatus.
Lohmann increasingly doubts whether FBI agent Joe Como is really who he claims to be.
