What sets it apart
May contain story progression spoilers
Günther Bachmann's team tracks Issa Karpov through surveillance, interviews, and covert alliances while the stakes steadily intensify.
German and American security agencies debate whether Issa is an oppressed victim or a dangerous extremist, using legal and covert methods to control him.
Bachmann's covert operation is repeatedly constrained by rivalry among German authorities, American intelligence, lawyers, and financial interests.
Hamburg's Islamic community, offices, streets, and monitored meeting places frame the characters within an impersonal intelligence apparatus.
